What Is EECA 2024

An Act to regulate the efficient consumption of energy and conservation of energy with the aim to improve and increase energy efficiency and to avoid waste of energy, and to provide for related matters.

The Energy Efficiency and Conservation Act (EECA) 2024 is a landmark legislation introduced by Government of Malaysia to strengthen the country’s commitment toward sustainable energy use and carbon reduction. Enforced beginning 1 January 2025, the Act establishes a comprehensive regulatory framework governing energy efficiency practices across industrial, commercial, and selected residential sectors.

EECA 2024 represents a significant shift from voluntary energy management initiatives to a mandatory, compliance-driven approach, ensuring that energy efficiency becomes an integral part of operational and business strategies.

Buildings Affected Under EECA 2024

The EECA 2024 shall regulate the Industrial and Commercial users that consume a minimum of :-

  • Electricity usage of 6,000,000 kWh annually, or
  • Electricity bill of RM2.4 million or NG bill of RM1 million annually, or
  • Energy usage of 21,600 Gigajoules annually

Which is equivalent to (approx.):- 

  • Electricity usage of 500,000 kWh monthly, or
  • Electricity bill of RM200,000 or NG bill of RM83,000 monthly, or
  • Energy usage of 1,800 Gigajoules monthly.
